The History of Penlyn Estate

From farmland to a planned suburb

Before the houses came, this part of the Cape Flats was open land, dairy farms and wheat fields. That's why nearby streets still have names like Wheatfield and Koring Street (City of Cape Town Ward 48 profile). The wider Athlone area began as "West London" in the early 1900s and was renamed Athlone in the early 1930s, after the Earl of Athlone, who was Governor-General at the time (Culture Connect; Wikipedia).

Shaped by the Group Areas Act

Penlyn Estate's story can't be told without apartheid. In 1957 Athlone was declared a "Coloured" group area under the Group Areas Act, and once District Six was declared "white" in 1966, the wider Athlone area took in as many as 60,000 displaced people (Culture Connect).

Clinton Keet's family was one of them. In 1970 they were forcibly moved from District Six to Penlyn Estate, and he remembers the suburb going up "like a giant Meccano set" as houses rose on plot after plot. He also remembers the fathers of Penlyn Estate drawing up their own night-watch roster, in three shifts, to keep the neighbourhood safe (Simon Brown interview).

A middle-class suburb from the start

Penlyn Estate was laid out as an owner-occupied, middle-class suburb, unlike the sub-economic rental housing in parts of the surrounding area. A Mountview resident writing to the Cape Argus pointed out that Penlyn Estate's houses "were sold to the middle class in the 1970s", and that when the roads were tarred, the City tarred Penlyn's driveways too (IOL / Cape Argus). That history of home ownership is one of the main reasons the suburb still looks so settled and cared for today.

Penlyn Estate also sat right next to Rylands, which was designated "Indian" under apartheid. Residents remember the boundary as "very porous": children went to school, church and sport together across it (Simon Brown interview). That mix of cultures is still part of the suburb's character.
